It's a 2-step process. First you have to sign up for the program (open an account), then you log in and ask for a number using the PCN application link. Did you do the second part?
I just logged in and it says "processing time is one week." It's been longer than that right? Something must have gone wrong.
Oh and when I logged in, I also found a link for "Publisher Liasons." There are a TON of phone numbers. I think they are organized by publisher name, since mine is listed in the L category.
